Trace it, then count it
Every row is one number three ways: a character to meet, a numeral to trace, and a set of pictures to count.

Start at the dot, follow the arrow.
A number tracing worksheet generator, printable as a PDF. Each page has five rows, one number to a row. The row starts with the number as a cartoon character, then the numeral on primary-ruled lines — the first one in solid ink with every stroke numbered and arrowed, the rest dotted with a start dot — and ends with that many pictures to count. Pick 1 to 5, 6 to 10, 11 to 15, 16 to 20 or five numbers from 1 to 10 in a jumble; the pictures come from any theme, a different one on each row. The numerals are drawn in the same ball-and-stick hand as Letter Tracing, so a child traces a line, not the outline of a font.
